The number is based on the address of the factory in Cologne, France where the fragrance was created in approximately 1799, not long after the concept of Eu de Cologne was originated.
Dr. Frank N Furter has the number tattooed on his upper right thigh. 4711 was thought to be the cologne used by Adolf Hitler (traced to a mention by Thomas Pynchon in his novel Bleeding Edge) as well as being the cologne used by Holly Golightly in Truman Capote's Breakfast at Tiffany's
The number 4711 was adopted as the standard member number on all The Rocky Horror Picture Show Official Fan Club membership cards after the sequential numbering system was dropped and members began printing their own cards from an on-line jpeg.
